In the event Govt fails to call for an special parliamentary session  for 3 days; on an issue which concerns 50% of population (females);  and the whole country is agitated; President can use his powers to summon the session? He may not act as he is obliged to Cong and keep quite as in the case of his sons comment on women

They want public to give suggestions; writes letters to CMs of states to give suggestions to commissions and thinks parliament debate and necessary suggestions emerging from the debate in dedicated special session of parliament for 2 to 3 days are useless? Parliament also sud discusses the punishment of surgically removing testicles and let the culprits live like vegetables for rest of their life apart from harsh prison punishments
