Kind attention: Respected HRD Minister (S/s Prakash Javadekar), CBSE Chairman (S/s Rakesh Kumar Chaturvedi), Collectors, Media & all those who are interested in making Education meaningful and educational institutes accountable.

Sub: Urgent need of your kind attention and immediate necessary action to stop we don’t care attitude of many CBSE schools. Schools with this attitude are the cause of students with same attitude.

Many CBSE schools are turning nelson’s eye to the directive of teaching only NCERT textbooks from std 1st onwards.

Sad state of affair: They are going ahead with the usual practice of forcing parents to buy Unscientifically designed expensive private publishers text books which are making child’s brain as a dump of information and not as a bank of knowledge that can be put to use for problem solving – regarding.

a few suggestions to reduce Banks’ NPAs

Following steps can reduce NAPs of Banks? will they consider?
Present financing pattern of Banks are:
a. Industry approaches D banks for finance
b. when D loan amount is very large a consortium of banks approach IDBI for refinancing.

IDBI is supposed to be an expert with knowledge of how industries work and their financial needs (unfortunately IDBI works as another financial institute with no knowledge about industries – with a little financial risk – it only refinances D loans given by banks & risk of recovery lies with banks (methodology is – refinancing is done with EMIs which banks are supposed to pay back as per schedule).

Methodology:

1. IDBI carries out project appraisal (Note: NAPs are the projects which are financed with a preset idea of financing the project at any cost) –IDBI thinks its sole objective is to fiance a project when it comes with a political clout – what may come – even when the project analysis shows it is nonviable & sure loss making unit.

2. no doubt IDBI have certain set norms to analyze a project before financing a project – they use computers to analyze the viability of the project – unfortunately they manipulate the parameters given by entrepreneur to make project viable to meet the financing norms – when it isn’t (an undesirable approach).

3. this manipulation of norms like i) implementation time ii) preproject expenditure iii) advertisement expenditure iv) product quality evaluation expenditure v) marketing expenses vi) gestation period v) pre production product wastage etc are very vital parameters which are provided by the entrepreneur with his project background – will no doubt make a project nonviable – yet financed.

It makes no sense to tamper with them by people (IDBI employees) who lack knowledge about them just to meet their financing norms – a sure recipes for NPAs.

4. Refinancing is a sure NPA & restructuring the loan to same management – when they fail to make it a profitable venture (a sure menu for NPAs) – they are re-financed by IDBI as it thinks it is their sacred duty to finance industries with political clout?

Findings: IDBI should come out of this culture to reduce NAPs just like Japan by learning a few methodologies followed by them to bring their country from shambles – after world war ii – to an undisputed industry & finance leader.

The article is based on the experience of the author with IDBI, IPICOl & OSEDC.
He was associated with them in appraising some projects (analyzed with soft wares called bottom line analyzer & Microsoft 123). D analysis showed the projects are to be sure losers – unfortunately they are financed by manipulating the parameters – and indeed they all became NPAs – Electronics development corporation of Orissa is one along with many industries it financed. Many industries financed by IPICOL are no exception.

AAP’s unique experiment with SWARAJ (bottom up management with “many cross links” unlike conventional management structure) is a challenging task with many surprises & experiences to be accumulated to make it a successful productive management structure & needs a person with required experience in both the structures!

In the scheme of things of AAP Binny is an unique person with experience of both top-to-bottom & bottom-to-top management structures with many cross links? As such his experience sud be utilized in SWARAJ experiment by keeping him out of conventional management structure (a minister with limited responsibilities and structured reporting is not what is expected from him)?

He sud hold a position; created; which will be more flexible & interactive (like SUB-BRAIN in a human body) with PM; all MLAs & reps of mohalla-sabhas!

Don’t you think food security bill hyped as biggest welfare scheme is illogical/cheating people (420) for the following reasons?
Don’t you think it is illogical or cheating; make people believe that one time waver of farm loans and sustaining food security bill for ever are similar and they are welfare activities? – Debates on TV’s!

The debates give us a feeling that; they are meant to fool the people to generate vote banks or people have lost ability to understand the difference between bad money which has gone down the drain and money to be earned to spend it?

Farm loan waiver is a one time activity; bad debts accumulated over a period; and acknowledged by banks as not recoverable? It is; mustering courage to forget bad money (memories)?

No funds were needed to implement this scheme as funds are already consumed by borrowers; existed in books of lenders as non-performing assets?

No cash was needed to implement; farm loan waivers; as they are only book adjustments and at the best affected balance sheets of banks? It was one time activity to accept bad money; boldness/accept as bad loans or inability to recover them and write them off? Yet lot of corruption took place as many; who are not eligible and capable of bribing were the beneficiaries?

Food security bill hyped as biggest welfare scheme is illogical/cheating people (420); a few reasons and you can contribute a few more reasons?

1, a. Government has to find real cash year after year to dole out subsidies to support 67% of population on sustainable basis.

Everyone with basic economic knowledge of state economics; know; funds cannot be generate on sustainable basis to support 67% of population?

Possible options available to generate funds: Like diesel and petrol subsidies; (a joke) of taxing the products heavily and transferring the taxes as subsidies to consumers; shifting money of consumers’ right pocket to left pocket in the guise of subsidies?

Don’t you think this process of collecting taxing and transferring them back in another form of subsidies is an inefficient way? taxing the product low; to mach the end subsidized cost will be more effective; scope for less corruption etc. and may be a sensible way to keep prices low and worth considering?

b. earn money from natural resources to spend – not available as they are not sufficient for greedy to loot ( through scams).

c. foreign debt can’t be a solution as it leads to debt trap.
d. tax 33% heavily; to generate funds to sustain subsidy bill – not possible as present rate of taxes and fiscal policies has driven the country into the clutches of black economy.

The only alternative left is to tax majority of the beneficiaries of food security bill heavily in one form or other; make them paupers; build vote banks; to accept; food subsidy doles with gratitude – 420 and deception to lure the people to believe that they live in a welfare state; when it is not.
