We Indians are very fortunate/unfortunate to have a PM who is having a keen vision to observe the loss caused by ants/ability to turn a blind eye to devastation caused by elephants?

PM should explain the nation why he is concentrating all his intellectual capabilities on 0.5% percent revenue and not paying any attention to 99.5%?

He wants people to pay more for essential petroleum products (less than 5% of GDP PA) to reduce deficit finance and turn a blind eye to rampant loot/corruption which has reached mind-boggling proportions (40-50 % GDP PA)? The amount of estimated loot lying out side the country in the form of foreign assets is more than 10 – 15 times GDP? It means that the amount wanted to be raised by way of increased cost of petroleum products is less than 0.5% of the loot laying out side? We wish our PM understands; what he is asking people to understand? He told people that money will not grow on trees; we hope PM understood what he wants; less educated than him to understand?

The revenue (money) has to be generated by efforts and it has to be used for the benefit of all?

We should look into the sources of revenue of government?

  1. Commercial exploitation of Natural resources like water (for irrigation; industrial use and generation of electricity etc.
  2. Mineral resources like, sand, granite, iron ore, coal etc.,
  3. Exploitation of oil reserves; utilization of solar energy; nuclear energy etc., and by selling them.
  4. Selling of natural resources like spectrum etc.,
  5. Collection of duties (custom) on goods/machineries imported.
  6. Collection of taxes from manufactures (excise duty).
  7. Collection of taxes from traders (sales tax)
  8. Profits earned from public sector enterprises like, steel, aluminum, railways, ordinance factories etc.
  9. Borrowing money for starting commercial activities or allowing investment by foreigners (FDI)
  10. Sundry revenue from other sources?

It is very surprising to note that our PM concentrated on revenue collection (TV speech on sep 21; 8 PM) and loss to oil companies due subsides on petroleum products, like, diesel, petrol, cooking gas, kerosene etc., only 0.5%) not a single word about loot and corruption (99.5%) loss of revenue?

He conveniently forgot to tell the people the present selling price of petroleum products; includes near 50% taxation, and reducing it to reasonable level of say 15% negates the subsidies he is talking about?

All he wants to convince people; is that; they have to bear the burden; otherwise government will be helpless to contain the deficit?

He never spoke about the revenue generated by other activities?

Most probably he wants people to understand the intentions of the government not to make any efforts to recover the loot and allow it unhindered and we people to accept; there in; lies the welfare of the people? What is the logic in taxing petroleum products to by 50% and then subsidizing them by a small percentage or may be to the tune of taxation?

Don’t you think; An indomitable media pointed out the prerogative of CAG and the immense public good done by the tabling of the preceding report by CAG on allocation of  licences for 2G spectrum? Cancellation of  licences  by the Supreme Court  vindicated CAG’s concerns?

Three reports tabled on August 17 do not question any policy and are clearly focussed on the impropriety and irregularities in not implementing the relevant policies.

While quoting the Constitution in the early years, the then Vice President Dr Sarvepalli Radhakrishnan said in the Rajya Sabha that the officials of the CAG’s department have to serve the country and not just the government. Several statements by luminaries in the Lok Sabha and rulings by Speaker M Ananthasayanam Ayyangar have settled the issue as to whether honourable members of the House can or cannot question his conduct. They cannot, unless they bring a substantive motion against him.

A simple reading of the relevant para in CAG’s report would make it amply clear that he has considered in detail the entire set of advices given by the Law Ministry? The plea of building consensus is, of course, understandable in a parliamentary democracy, but not at such a huge cost to public interest?

Chawla Committee was not as optimistic, pointing to the fact that just 15 per cent of captive mines allotted till date are operational and even those are producing just 4 per cent of their possible peak coal output. “Only a limited number of blocks are in a position to come into production in the near future,” the panel concluded after scrutinising the status of blocks allotted in recent years.

Chawla panel doesn’t agree. “…There is a list of technical and economic criteria, which the committee is supposed to use to assess projects. However, the criteria are so broad that any decision can be justified,” the report pointed out. It was decided that 69 out of the 81 recommendations of the Chawla Committee, that had been accepted by the Group of Ministers (GoM) headed by Finance Minister, Pranab Mukherjee in October last year be accepted and other 12 would be examined further. The Chawla Committee had submitted its report in May 2011 and it was approved by the GoM on October 15, 2011. However, since then the report has been gathering dust in the corridors of power and there has been reluctance on part of the government to put the report in public domain.
